GSA's latest e-Business innovation, e-Buy, is an electronic Request for Quote (RFQ)/Request for Proposal (RFP) system designed to allow buyers to request information, find sources, and prepare RFQs/RFPs, online. Buyers can use e-Buy to obtain services, large quantity purchases, big ticket items, and purchases with complex requirements.

e-Buy is a simple online procurement tool to use. Using the e-Buy system, Federal Purchasers (buyers) may prepare and post an RFQ/RFP for specific products and services for a specified period of time. Once posted, all contractors (sellers) who 1) have an electronic price list loaded into GSA Advantage!® and access to e-Buy, 2) have a contract with GSA including the general SIN, and 3) meet the seller's socio-economic set aside requirements receive notification to review the request and may post a response. When the RFQ/RFP closes, the buyer evaluates and accepts the quote that is the best value. Source selection sensitive information is limited.

What are the Benefits of e-Buy?

  • Save time and money by completing procurements online

  • Ensure compliance with DoD Section 803 requirements

  • Submit on-line Modifications

  • Forward RFQ/RFPs to others for review and purchase

  • Attach customized documents
